Notification

The product “High Density Polyethylene (HDPE) Geomembranes for Lining” has been notified under the Geo Textiles (Quality Control) Order, 2022, via S.O. 1706(E) dated 10 April 2023, issued by the Ministry of Textiles. This was amended through S.O. 2331(E) dated 24 May 2023, and the final enforcement date of 1 January 2024 was confirmed through a Ministry of Textiles order dated 6 October 2023.

Overview

HDPE geomembranes are flexible, impermeable liners made from high-density polyethylene. These are widely used in infrastructure and environmental engineering for lining applications requiring containment of water, leachate, chemicals, or waste material.

Objective & Scope

The purpose of IS 16352:2020 is to ensure mechanical durability, impermeability, and chemical resistance of HDPE geomembranes used in critical lining applications. The standard specifies parameters including thickness, tensile strength, puncture resistance, and long-term degradation properties.

Products Covered

The standard applies to HDPE geomembrane sheets used in:

  • Canal lining and reservoirs
  • Solid waste landfills
  • Mining waste ponds and tailings
  • Hazardous and chemical containment systems
  • Waterproofing of tunnels and basements

Exemptions Provided

Products manufactured solely for export purposes are exempt from the requirement of BIS license and ISI marking.

Industries Impacted

  • Landfill & Solid Waste Management – Prevents leachate leakage into the environment.
  • Water Resources & Irrigation – For canal and pond lining.
  • Mining & Industrial Waste Storage – In containment pits and tailing dams.
  • Geo-Engineering & Civil Construction – For infrastructure waterproofing applications.

Mandatory Compliance Requirements

Effective 1 January 2024, all HDPE geomembranes sold in India must comply with IS 16352:2020. Certification under Scheme-I of the BIS (Conformity Assessment) Regulations, 2018 is mandatory. Products must be ISI marked before sale or distribution in the domestic market.

Next Steps for Stakeholders

  • Apply for BIS certification with required documentation.
  • Test the product through BIS-approved laboratories.
  • Ensure ISI mark is affixed on every roll/package before sale.
  • Maintain declaration and segregation for export-only products.

Legal Provisions, Enforcement & Penalties

The Order is enforced under the BIS Act, 2016, with BIS as the certifying and monitoring authority. Any violations may result in:

  • Product seizure
  • Suspension or cancellation of BIS license
  • Fines or imprisonment up to 2 years, or both

Conclusion

From 1 January 2024, all HDPE geomembranes used for lining applications must be certified under IS 16352:2020 and bear the ISI mark. The QCO ensures product reliability in containment systems and strengthens environmental safety and infrastructure quality in India.
