Sandal and Slippers have been notified under the Footwear made from All Rubber and all Polymeric Material and its Components (Quality Control) Order, 2024, vide S.O. 1422(E) dated 15 March 2024 by DPIIT, Ministry of Commerce & Industry. This QCO supersedes the 2022 Order. An Amendment (S.O. 3701(E), dated 30 August 2024) extended the clearance period for non-marked stock up to 31 July 2026.

The Order mandates that Sandals and Slippers made from rubber, PVC, PU, or polymeric materials must comply with IS 6721:2023 to ensure durability, safety, and quality. The regulation intends to eliminate substandard footwear and standardize products available to consumers in India.
Objective & Scope
The primary aim is to ensure that sandals and slippers conform to performance parameters such as durability, flexibility, material quality, slip resistance, and consumer safety, thereby improving domestic manufacturing standards.

Applies to all rubber and polymeric sandals and slippers manufactured, imported, distributed, or sold in India for domestic consumption.
Exemptions Provided
- Products meant only for export are exempt.Micro and Small Enterprises (MSEs) under MSMED Act, 2006 are exempt.
- Import of soles (rubber, PVC, PU) for footwear production meant only for export is exempt, subject to self-declaration and CLE certification.
- Old stock without ISI mark, manufactured/imported before 1 August 2024, may be sold till 31 July 2026.
